Francis has been the Chief Engineer for the LAA since September 1990. If you are building a LAA aircraft then Francis is the man who recommends a Permit to be issued. During his time, he has evaluated over a hundred new types of homebuilt aircraft and has flown an example of virtually all the aircraft approved by the LAA.
A big part of his job is to ensure builders get the technical support they need to get off the ground.
